Eketāhuna Water Supply, Precautionary Boil Water Notice Lifted, 01 April 2022

Tararua District Council would like to advise that the boil water notice for the Eketāhuna supply has now been lifted. Chlorine levels are now at the required level for customer use and Council has received three clear lab samples confirming there is no E. coli present in the reticulation.

The precautionary notice was issued on 23 March 2022 due to continuous heavy rain causing very turbid source water from the Makakahi River.

Council would like to extend a sincere thank you to all of the residents in Eketāhuna for your cooperation and patience while this issue was resolved and the request to conserve water was in place. Eketāhuna residents can now use their water as normal. Council would also like to thank the Ministry of Health for their support and advice during this time.

SEVERE WEATHER UPDATE #14: Key messages from the Emergency Operations Centre (EOC)

Dannevirke Boil Water Notice:

• Dannevirke’s day 1 water compliance sample, taken on Tuesday 29 March, has been tested and we are pleased to report that the sample was NZ Drinking Water Standard compliant.
• A further two consecutive days of compliant water quality tests are now required before the Dannevirke Boil Water Notice can be lifted. Dannevirke’s second water sample was taken yesterday, 30 March. We are hopeful, test results permitting, that we can lift the Dannevirke Boil Water Notice on Friday afternoon, 1 April, however this is dependant on further rainfall and the impacts it has on the Tamaki River.
• Tamaki River flow and turbidity levels remain steady, despite some rain overnight. Blended water from the Tamaki River and impounded supply continues to be treated, with the water treatment plant producing water compliant with the NZ Drinking Water Standards.  This includes the turbidity level, UV and chlorine disinfection.

30 March, 11:30am: Key messages from the Emergency Operations Centre (EOC)

Dannevirke Mandatory Boil Water Notice:

• Tamaki River flow and turbidity levels remain steady, despite some rain overnight. Blended water from the Tamaki River and impounded supply continues to be treated, with the water treatment plant producing water compliant with the NZ Drinking Water Standards.  This includes the turbidity level, UV and chlorine disinfection.
• The treated water reservoir is filling with compliant water and is going into the reticulation network. Flushing has been completed to increase the speed of compliant water into the system and residents will soon see improvements in water at their tap.
• It should be noted that while water quality is improving, the boil water notice must remain in place until three days or clear water testing is achieved. Please continue to boil water until this boil water notice has been removed.

29 March 2022, 11:30am: Key messages from the Emergency Operations Centre (EOC)

Dannevirke Water Treatment Update:

• Tamaki River flow and turbidity levels are continuing to decline. As a result of this the Dannevirke water treatment plant is now able to produce water that is compliant with NZ Drinking Water Standards. This water is now being fed into our reservoir.
• Flushing out the non-compliant water from the treated water reservoir and reticulation system has now begun.
• Once flushing has been completed, we hope to commence the required three day testing of water this afternoon.
• If we achieve three days consecutive compliant water quality test results then it is possible that the Boil Water Notice will be lifted on Friday.  This is, however, dependant on further rainfall and the impacts it has on the Tamaki River.
• As we have asked over the last few days, we would like all members of the community to continue to ensure that their neighbours, friends and family members who are not Facebook or don’t have reliable internet access know that we are still on a Boil Water Notice.

28 March 2022, 5:30pm: Key messages from the Emergency Operations Centre (EOC)

Dannevirke Water Treatment Update:

• Tamaki River flow and turbidity level has reduced, resulting in higher quality water coming into the Dannevirke water treatment plant.  Alongside improvements made to infrastructure at the water treatment plant that were made over the weekend, the plant is now producing treated water compliant with NZ Drinking Water Standards.
• The next step is to flush out the non-compliant water from the treated water reservoir and reticulation system. This will begin tomorrow (29 March).
• Once flushing has been completed, we will commence the required three day testing of water tomorrow afternoon.
• If we achieve three days consecutive compliant water quality test results then it is possible that the Boil Water Notice will be lifted on Friday.  This is, however, dependent on further rainfall and the impacts it has on the Tamaki River.
• We would ask that all members of the community continue to ensure that their neighbours, friends and family members who are not Facebook or don’t have reliable internet access know that we are still on a Boil Water Notice.

SEVERE WEATHER UPDATE #9:

28 March 2022, 12noon: Key messages from the Emergency Operations Centre (EOC)

• Dannevirke Mandatory Boil Water Notice –
  • The Dannevirke Boil Water Notice is likely to remain in place for the remainder of the week, as Tamaki River flow and turbidity levels reduce following significant heavy rain.  Works are also being completed at the water treatment plant to improve the quality of water produced. Daily testing of water from the reticulation network is being completed.
  • Once water produced meets NZ Drinking Water Standards requirements, flushing of the reticulation network will be completed to ensure water at houses and businesses is safe and compliant. An additional three days of testing, proving compliant water, then needs to be carried out before the boil water notice is lifted.
  • A self-service freshwater station remains available 24/7 at the Hub Carpark, located at the corner of Denmark Street and Allardice Street as shown on the map. Please ensure you bring your own container. If you are unable to collect your own water, please call 06 374 4080 or 06 376 0110 and talk with one of our team on how we can help.
  • Water is being provided to impacted schools and has been delivered to St Josephs School, South School, Totara College, Te Kohanga Reo Kaitoki, Appleton Kindergarten, Central Kindergarten, Te Kura, Busy Bees and Kids Castle.
  
• Eketāhuna Precautionary Boil Water Notice –
  We continue to monitor water quality at Eketahuna, which has improved significantly over recent days. Daily testing is being completed and it is hoped the precautionary boil water notice will be removed mid-late this week. It should be noted that the impacts on Eketahuna’s water supply network are far less than Dannevirke, hence being a precautionary notice only.
• Water supplies not on boil water notice –
  Other water supply networks are largely unaffected by recent weather events.
• Road network –
  Through the Tararua Alliance, several crews from Downer and supporting contractors have been working over the weekend to maintain access and safety. Impacts on the district’s road from the heavy rain and wind have largely been in the east of the district, around Pongaroa and our coastal villages. Crews continue to work, clearing debris from slips and fallen trees from roads, and installing temporary traffic management around dropouts. Inspections of the road network are also being completed, to understand the full state of damage and enabling the planning for repairs to be undertaken. Many roads that were closed temporarily have now been opened. Coast Road between Pongaroa and Akitio remains closed due to a large dropout forming. 27 March 2022, 4pm: Key messages from the Emergency Operations Centre (EOC)

• Dannevirke Mandatory Boil Water Notice –
  A self-service freshwater station is available at the Hub Carpark, Corner of Denmark and Allardice Streets. Please ensure you bring your own container. If you are unable to make it down, please call 06 374 4080 or 06 376 0110 and talk with one of our team on how we can help.
• Eketāhuna Precautionary Boil Water Notice –
  Beginning to see improvements in the water quality and we will commence the testing process (three consecutive days of clear tests) on Monday 28 March with the hope of removing the precautionary Boil Water Notice for Eketāhuna this week – we will provide and update on this on Wednesday 30 March.
• Water supplies not on boil water notice –
  The Woodville impounded water supply is full and its reservoir is over 80% full. Pongaroa and Pahiatua available water levels are also high and will meet those towns demands.
• River levels and rainfall –
  Throughout the district water levels are still running high in our rivers but are steadily reducing.  Although further excessive rain has not fallen in our major towns, it has been falling on the coast and in the 200mm has fallen in the Ruahine ranges which has had an impact on the rivers we draw our water from.   Further rain is expected over the next few days and this is highly likely to have further impacts.
• Road network –
  A lot of damage is coming to light as we receive reports and inspect the network – Tararua Alliance and supporting contractors have been out overnight inspecting and working on resolving issues. Repairs, clean up and assessments continue today. Thank you to all of our crews working hard to make the roads as safe as possible until they can be repaired. Some roads have experienced ‘scouring’ which has caused dropouts, landslides and fallen trees. While some roads have had to be closed our focus is on maintaining access - in some places this is only possible by keeping single lanes open.  The pictures in this post show a few of the road issues we have been addressing over the last 24 hours. Currently, Coast Road is completely closed and River Road is down to a single lane.  Further assessments on River Road will be conducted this afternoon.  Further rain could have additional impacts on our road network.

Severe Weather – Update #7

26 March 2022, 12noon: Dannevirke water and update on road status

Members of the Tararua District Emergency Operations Centre (EOC) met at 4pm today. For key messages for this afternoon, please scroll down. To learn more about the purpose of the EOC, continue reading as normal.

The EOC allows council staff, elected member and council’s partners - Rangitāne o Tamaki nui-ā-Rua and Ngāti Kahungunu ki Tāmaki nui-a-Rua – to come together, share information about the event and the impact it is having on our people. This allows us to plan a coordinated response.

That’s why it’s really important that you reach out to Council or your iwi for support if you need it, or to report issues/impacts from this event that you see or experience.

Key messages for 26 March, 4pm update:

• A mandatory boil water notice is in place for Dannevirke - this is due to high turbidity (dirty/silty water) following heavy rains.

• Alliance Meatworks
  • Alliance Group (Dannevirke meat works) ceased taking from water from the town supply on Thursday in support of the emergency response to the impacts from the severe weather.
  • With carcasses needing to be processed, Council has agreed to allow approximately 400m3 of water to be taken from Woodville and transported to Alliance’s onsite storage tank, enabling processing to be completed.
  • This will begin on Sunday morning, with water being taken from a hydrant in McLean Street. It is important to note that the Woodville impounded water supply is full and that the water we are supplying the Alliance Meatworks will not impact the water supply needs of the Woodville community.

Severe Weather – Update #6

26 March 2022, 12noon: Dannevirke water and update on road status

Mandatory Boil Water Notice for Dannevirke:

Yesterday, a mandatory boil water notice for Dannevirke was delivered into letterboxes across the township and contact was made with our vulnerable communities. Thank you again to volunteers from iwi, community boards, council staff and everyone else who stopped in their tracks yesterday to support this delivery. It’s possible some households did not get a letter or have not checked their letterboxes, we would like to ask everyone in the community to ensure that their neighbours, friends and whanau are aware of the mandatory boil water notice.

Mayor Tracey Collis is proud of the way the community has come together to support the response.

“Yesterday’s volunteers dropped everything to support us to get the message out and it’s times like these that really demonstrate just how caring and committed to each other our communities are. Ngā mihi nui – thank you very much to these volunteers and to the people of our community for their understanding and support,” says Mayor Tracey.

Update on roads across the district:

Roads across the district are also being impacted. Two roads remain closed and four are down to one-lane. Several crews are on-site working to clear slips and re-open roads where possible.  No further damage was reported overnight but it’s possible some more will be reported as members of the community travel over the course of the day.

Emergency Operations Centre (EOC)

Council’s emergency operations centre (EOC) was activated at 1pm yesterday. This allows Council to organise resources and manage the event efficiently. Council has also brought our local Iwi & Community Board into the room to be a part of this coordinated effort.

Part of managing the event is making sure to provide frequent updates to the community. Members of the EOC met this morning at 10am and will meet again today at 4pm. The next update will be released today following the 4pm meeting.

SEVERE WEATHER - UPDATE #5

25 March 2022, 5:00pm: Dannevirke Mandatory Boil Water Notice

As many of you may know by now, Tararua District Council has issued a Mandatory Boil Notice for the Dannevirke water supply. While this boil water notice is in place, the easiest and safest way to ensure you have drinking water is to follow the boil water notice instructions below.

We ask that residents please boil water before using it for:

• drinking (including making of sachet juice/drinks);
• making ice;
• food preparation;
• brushing teeth; and
• preparing infant/toddler formula.

Electric jugs with a cut-off switch can be used as long as they are full – allow the water to come to the boil and wait for it to switch off (do not hold the switch down to increase the boiling time).  Water can also be placed in a clean metal pan and brought to a rolling boil for one minute. Boiled water should be covered and allowed to cool in the same container.

Council would like to provide a summary on how this happened, how we are managing it and where our communities can get more information.

What’s happening?

• Severe weather event (heavy rain) has resulted in rivers being in flood level flows
• This has impacted our ability to treat and supply water that meets the NZ Drinking-water Standards to the Dannevirke water scheme
• A Mandatory Boil Water notice has been issued for the Dannevirke Water Supply
• The notice has been issued as a result of the recent severe weather. High levels of silt have entered the Tamaki River and increased turbidity well beyond what our water treatment plant can process.
• There has been no detection of e. coli or other bugs. Our team will continue testing daily.

What is council doing about it?

The notice has been delivered to letterboxes. A massive thank you to all the volunteers who spent the afternoon delivering these across Dannevirke. We wouldn’t have been able to it without you. Throughout the day on Friday 25 March and contact has been made with rest homes, pensioner units, medical centres and schools. We have reached out to Grey Power who have instigated their phone tree.

25 March 2022, 11:30am: Dannevirke Mandatory Boil Water Notice

Yesterday Tararua District Council issued a precautionary boil water notice for the Dannevirke water supply. This was due to heavy rainfall causing the Tamaki River to be in high (flood) flows with very high turbidity levels, placing significant pressure on the water treatment plant which is not able to treat the turbid water to the NZ Drinking Water Standards requirements.

Council have escalated this to a Mandatory Boil Water Notice, as at 11.00am 25 March 2022.

This mandatory boil water notice is likely to extend into late next week. Council are arranging supply of alternative water, which will be available at the Hub carpark later today for residents to fill their own containers. Further communications will be provided in the near future.

Please note, no E.coli has been detected in Dannevirke’s water, the impact of high turbidity levels on the UV and chlorine processes mean complete disinfection of contaminants cannot be guaranteed. We are aware of discolouration and sediment within the water.

Council has notified our residents through digital channels and phone calls to those most impacted. A letter drop will be carried out today.

This notice will extend through the weekend and an update will be provided on Monday, 28 March 2022.

Tararua District Council has issued a precautionary boil water notice for the Dannevirke water supply. Heavy rain has resulted in the Tamaki River being in high (flood) flows and very high turbidity levels. This is placing significant pressure on the water treatment plant, which is not able to treat water to the NZ Drinking Water Standards requirements. While no E.coli has been detected in Dannevirke’s water, the impact of high turbidity levels on the UV and chlorine processes mean complete disinfection of contaminants cannot be guaranteed.

We anticipate this precautionary boil water notice will be in place for up to seven days. This is based on more heavy rain being forecast, estimated time for the river to settle, and requirement for three consecutive days of clear tests once the water meets the NZ Drinking Water Standards before the notice can be lifted. This will be regularly reviewed.

Continued reduction of water use by residents and businesses will ease the pressure on the water network. Council acknowledges the frustration this may cause to residents and appreciate your efforts in conserving water to date.

SEVERE WEATHER IN TARARUA DISTRICT

23 March 2022: Eketāhuna Precautionary Boil Water Notice

Precautionary boil water notice for the Eketāhuna Water Supply Council has issued a precautionary boil water notice for the Eketāhuna Water Supply. This is due to recent rain which has caused the source water to become turbid and non-compliant with the NZ Drinking Water Standards requirements.

As required by the Taumata Arowai, Council must obtain three consecutive days of clear tests once the turbidity reduces before the notice can be lifted. Council has not yet started counting its three consecutive days.

No E.coli has been detected in the water supply. This is a precautionary boil water notice only due to the turbidity of the water and the risk that we cannot guarantee the elimination of contaminants.

The next update on this matter will be provided on Monday 28th of March. We appreciate your help to spread the word to those not connected to the internet
