Hairdressers
If you run a hairdressing salon or barber shop, you need to register with Council and meet health and hygiene standards.
To use any premises as a hairdressing business, you must be registered with Council and hold a current certificate of registration. This applies whether you’re working from a commercial premises or your home.
Applying for Registration
Before opening your hairdressing salon to the public, you must have a Certificate of Registration issued. To obtain a Certificate of Registration, you will need to apply for registration for a hairdressing salon. The application for registration should be received at least 14 days before you intend to commence operating.

Alongside your application, you will need to supply a floor plan detailing the following:
- Designation of rooms and any specific areas
- Layout of appliances and fittings, including the position of sinks, wash-hand basins and toilets
- Number of service chairs
- Type and location of artificial lighting and ventilation (i.e. location of yards, refuse disposal areas, staff rooms and customer service areas)
- An outline of construction material and surface finishes that you propose.
If you’re setting up a new salon, call our Planning Services team to ensure a salon is allowed in the area you’re planning to work in. Before any building work can happen you will need building consent.

You’ll also need to book a consultation with one of our Environmental Health Officers to get your registration certificate.
