Long Term Plan

A Long Term Plan (LTP) is a 10-year roadmap for how council funds and delivers local community services and infrastructure.

We update our LTP every 3-years, and that includes checking in with our community through consultations and engagements.

On the years that council does not update the LTP, we create an Annual Budget (also known as an Annual Plan). This is a yearly process where we update the budget, set the rates, and check progress on the 10-year Long Term Plan (LTP).


Long Term Plan 2027-2037

We're planning for the next 10 years in Tararua.

Our community is a part of that journey:

  • In April 2026, people from across the Tararua District showed us what matters most to them through the Budget Challenge!
  • From 7 to 27 September, we're back for another round of early engagement and people can design their ideal services.
  • In March 2027, there will be an even bigger conversation with the community through a Consultation Document. Public consultation is a more formal way of asking our community to help us make decisions for the future. It shows the community the choices we're facing, the options we see in front of us, and includes a deeper look at the impacts of each option based on the information we have available.

Your Mayor and Councillors, and the staff of Tararua District Council are meeting regularly to discuss the plan at LTP Workshops. These workshops are livestreamed on our YouTube channel.

Long Term Plan 2024-2034

After an extended auditing process, the Long Term Plan 2024-2034 was formally adopted on 1 May 2024. A copy of the plan is available to download below.

A Long Term Plan is required by law:

The Council must at all times have a Long Term Plan (LTP) under Section 93(1) of the Local Government Act 2002. It is required to be adopted before the commencement of the first year to which it relates, and continues in force until the close of the third consecutive year to which it relates. It can be amended any time through the special consultative procedure.

The purpose of the LTP is to:

  • describe the activities of the Council;
  • describe the community outcomes of the Tararua District;
  • provide integrated decision-making and co-ordination of the Council's resources;
  • provide a long term focus for the Council's decisions and activities;
  • provide a basis for accountability of the Council to the community to which it serves; and
  • provide an opportunity for public participation in the decision-making processes on activities to be undertaken by the Council.
