LG 2380 - Breakdown of all costs associated with Plan Changes B & E, along with estimates of possible additional housing because of the changes 

I refer to your official information request dated 26 August 2025.  The information requested is below. 

Plan Change B (General Residential) costs to date are $67,386 for a contracted planner and technical inputs from consultants, and an additional 0.10FTE over a period of 16 months from 1 May 2024. 

Plan Change E (Feilding Town Centre) costs to date are 0.4FTE over a period of 14 months from 1 July 2024. Clause 3 engagement cost $277.42 to post information to affected and interested parties. 

In addition to the above are the costs of notification under Schedule 1 of the Resource Management Act.  Both Plan Changes were notified at the same time & we cannot separate the following amounts:  

Clause 5 Public notices published in the Feilding-Rangitīkei Herald: combined cost $484.24. 

Information mailed to affected and interested parties for Clause 5: combined cost $7,759.  

In terms of additional housing capacity: 

Plan Change E – we estimated additional capacity based on existing buildings and vacant land.  Estimate is PC-E may have enabled up to: 

150 units above existing shops based on existing upper floor space. 

A minimum of 26 additional ground floor residential units based on vacant land in town centre. 

Council has not estimated the total theoretical maximum development that PC-E could provide. The above estimates do not factor in complete redevelopment to the maximum enabled by the proposed new standards. For example, PC-E proposes to increase the current 2 storey building height limit to 4 storeys & greater provision for apartments 

Plan Change B – No additional housing estimate has been completed.  Plan Change B is a review of existing area.  New rules enabling medium density development and minor dwellings were included but not modelled.  Note the PC-B did not propose any new greenfield rezoning as this has already occurred in separate project.
