I refer to your Official Information request dated 17th August 2023 regarding Manawatu District Councils details of liability insurance 2010-2023.
You requested the below information:
1. Any and all information/documents held by the Council related to the Council's arranging, placement, holding and/or understanding of liability insurance with any brokers, and/or Local Government Mutual Funds Trustee Limited (Riskpool) and/or insurers for each of the years 2010 – 2023. For the avoidance of doubt, the information/documents requested include:
2. liability policy documents for the years 2010-2023; and
3. Any file notes and correspondence related to the Council's arranging, placement, holding and/or understanding of these liability policy documents, including internal correspondence, correspondence with the Council's broker(s), and direct correspondence with insurers.
Council Officers have reviewed your request and have collated the answers below:
1. Under section 7(2)(b)(ii) of the Local Government Official Information and Meetings Act 1987 (LGOIMA) we are withholding copies of our Liability Policies as making available the information would be likely to unreasonably prejudice the commercial position of the person who supplied or who is the subject of the information.
2. As above.
3. As above and under section 17 (f) that the information requested cannot be made available without substantial collation or research. The Council holds thousands of email correspondence in which collation and research is beyond our resource capacity without impacting on Councils daily operations. Outsourcing assistance would be the only option available to us to provide this information, the cost would need to be met by you, the requester. This would also include many hours of redaction of names and/or sensitive information necessary to 'protect the privacy of natural person(s)' upheld by the Privacy Act 2020.
You are welcome to redefine your request, if you choose to do so it would help us to know why you want this information, this could help us to provide you information that we can release.

· The data does not indicate which consents were subject to a section 37 time extension. Hence, some consents which did not meet the 20-day timeframe did not receive a discount due to section 37.
· This data includes all consents processed during the 2022/23 financial year. Per Ministry of Environment's National Monitoring System, this includes consents which were returned as incomplete or which were withdrawn.

Based on available information, the Manawatū District Council has not conducted or commissioned any analysis on the relative benefits and disadvantages in investing in the development of exotic plantations vs indigenous plantations.

Our Resource Recovery Centre is the only transfer station in our district.
What materials are they permitted to handle?
Our transfer station accepts;
- General rubbish
- Greenwaste

Manawatū District Council (mdc.govt.nz) and includes:
- Tree stumps larger than 1 metre in diameter
- Bulk liquid waste
- Animal carcasses
- Bulky metal wastes
- Asbestos
- Hazardous waste - quantity limited to a maximum of 20 litres or 20 kgs
- Flax (including cabbage trees) and Agapanthus can be disposed of in general waste, but not green waste.
