What companies were asked or invited to tender for this project?  
The project was listed on GETS as an open tender as per Council’s Procurement Policy. 
How many companies tendered for the project?  
6 tendered at ROI stage, 1 tendered at RFP stage.  
What companies submitted tenders?  
Alexander Construction Central Ltd, CG Office Furniture Ltd, Colspec Construction Ltd, Isles Construction Ltd, Humphries Construction Ltd, W & W Construction 2010 Ltd.  
Of the companies that did not submit tenders were any reasons given as to why they would not tender? If so, what were they?   
No recorded reason for those that did not submit.  
Was the tender process extended to allow additional companies to tender?  
No. Council’s Procurement Policy was followed.

$1.84M was funded by loans (debt). $4.91M was funded by third party funders.  
What was the cost to the ratepayer in delays caused by consultation regarding locating the then proposed library and council building into the Feilding CBD.   
Did this consultation delay cause any disruption to the design and procurement process of the Manawatu District Council in respects of starting the construction of the new library.  
$133k – initial location $88k, second location investigation $45k. 
The consultation delay for location didn’t cause any disruption to design and procurement as this was started after the location was approved.
