  1. Information about how many proposals to stop the legal road adjoining 524 Opawe Road, in Pohangina have been made since 2000. 

There have been two proposals under Schedule 10 of the Local Government Act 1974 to stop the legal road adjoining 524 Opawe Road since 2000. One proposal was made in 2011, and another was made in 2021. For further information, the two Council reports initiating those proposals are provided alongside this response. 

  1. Information about who proposed the road be stopped in each case above, focusing particularly on whether the proposal was by Council, another public body, an adjoining landowner or a private individual or group.  

In both instances, and as can be seen in the Council reports provided, Council officers proposed the road stopping. Specifically, the 2011 proposal for the road stopping proposal was made by the Council's Roading Manager at the time, and the 2021 proposal was made by Wendy Thompson (an Infrastructure Planner) with assistance from Ryan O'Leary (a consultant planner). 

  1. The total money spent by the Council since 2000 on the proposed road stopping in each case above including on lawyers, surveyors, The Property Group and other contractors but excluding expenditure associated with litigation in the District Court. To clarify, the purpose is to understand expenditure on the Council's administrative processes of considering and deciding on proposals to stop the road referred to above rather than expenditure responding to the District Court litigation about the road. 

Below is the total money spent by the Council since 2010 (our Council financial records only go back to 2010) on the proposed road stopping in each case above including on lawyers, surveyors, The Property Group and other contractors. We have also included the expenditure associated with the litigation in the District Court as it is difficult to separate out Council's administrative processes and the expenditure on litigation.

Confirmation that expenditure on the installation of "public road ends" signs in the vicinity of 524 Pohangina between 2018 and 2024 has been incurred by the Council and whether any contributions to that expenditure have been made by persons or entitles other than Council. If contributions to the above expenditure have been made by persons or entities other than Council, information about the total contributions made by persons or entities other than Council. 

The expenditure on the installation of "public road ends" signs in the vicinity of 524 Pohangina between 2018 and 2024 was incurred by the Council. There were no contributions to that expenditure by persons or entitles other than Council.
