Thank you for your enquiry.  

Manawatū District Council (Council) contracts Feilding and District Promotion (FDP) to deliver on a range of activities for the community, these include supporting and developing events; business advocacy and support; information services and district promotion.  

The contract for services between Council and FDP is attached and includes the key performance indicators.   

You will notice that Council does not specify that FDP must deliver an Eat Street event. Council identifies few specific events in the key performance indicators as Council contracts FDP to initiate and deliver their own suite of events to benefit the community.  

FDP is not subject to LGOIMA obligations except for information or engagement relating to its specific contract arrangements with Council.   

 

  1. All meeting minutes, emails, or internal communications related to the planning, approval, or review of the Eat Street events, including decisions on location and frequency. 
As outlined above, Eat St events are initiated and organised by FDP. Council plays no role in this event, therefore this activity is not subject to LGOIMA obligations  
  1. Details of rental or participation fees paid by food trucks or stallholders participating in these events.

  1. Any documentation or correspondence showing whether and how feedback or consultation was undertaken with local, permanent business owners located near the event area (especially 21 Manchester Square).

  1. The current agreement, contract, or memorandum of understanding (MoU) between the Manawatū District Council and Feilding and District Promotions regarding the operation and funding of these events.

  1. Confirmation of whether FDP receives any direct or indirect funding from MDC for hosting these events. 
FDP has not received grant funding or support towards traffic management from Council for the Eat Street events.   
  1. Clarification of which entity or department is ultimately responsible for oversight of Feilding and District Promotions, and through which official channel concerns and formal complaints about their conduct and operations should be submitted. 

Council's Community Team engages with FDP on a day-to-day basis, but FDP report every 6-months to the Council against their key performance indicators.    

 

  1. Additionally, I would appreciate it if you could advise when the response to LG 2352 and its summary will be published on the Council's website.
