Response:
​​Pursuant to the Local Government Official Information and Meetings Act 1987, I request a comprehensive, exhaustive, and complete list of all roads within the jurisdiction of your agency, as a Road Controlling Authority (RCA), where: 

The term “road” shall be defined in accordance with the Land Transport Rule: Setting of Speed Limits 2024, which adopts the same definition as the Land Transport Act 1998. 

For each such road (or part thereof), there is a sign-posted speed limit in effect as of 2 June 2025, where the sign: 

Complies with all requirements specified in section 8 of the Land Transport Rule: Setting of Speed Limits 2024; and 

Displays a speed limit that is lower than the legal or default speed limit for the same section of road, as recorded in the National Speed Limit Register (NSLR) as at 2 June 2025. 

The information should specify, for each road (or section of road) identified: 

The legal speed limit (as per the NSLR) for that road section, as at 2 June 2025. 

The sign-posted speed limit displayed on the relevant speed limit sign(s), as at 2 June 2025. 

Any supporting information or explanations the RCA holds regarding the discrepancy between the legal speed limit and the sign-posted speed limit. 

 Any information held by the RCA regarding the number of speed limit infringements, of any kind, that have been issued to road users on the identified roads (or sections of roads).  

If any part of this request is likely to be refused or requires further clarification, please inform me as soon as practicable so that I may amend or refine my request to facilitate prompt processing.

Reason for discrepancy 

During transfer of speed limit records to the National Speed Limit Register (NSLR), the 70 kph speed limit in place to Rangiwahia village was omitted from upload into NZTA’s web-based register. 

During the verification period, Manawatu District Council (MDC) highlighted that this record was missing and requested NZTA to update the register to reflect this. 

MDC was subsequently informed that this could not be carried out as there was a school in proximity to the road section in question; the legislation in force at the time would limit the permanent speed limit to 60kph. MDC raised the point that the school had been decommissioned, but NZTA (in basing their decision on land ownership remaining with the Ministry of Education at this time) indicated that MDC would have to publicly consult through the Speed Management Plan (SMP) process to install a - compliant - 60kph speed limit. 

Consequently, MDC initiated this process, but a change in government and the announcement that the setting of speed limit legislation was being replaced caused Council to place this plan on hiatus until the new legislation had been enacted. 

Upon enactment of the (2024) legislation, any previous SMP’s were deemed invalid. This has resulted in MDC having to re-commence the process to amend speed limits within its jurisdiction. 

However, in September 2024 NZTA confirmed to MDC that its proposed speed management activities would NOT be funded under the National Land Transport Programme 2024-2027. 

This has left MDC without funding to progress the intended 2024-27 speed limit amendments. However, since the newly enacted legislation accelerated the installation deadline for mandatory school speed zones, MDC has since made a further, pre-requisite application for additional funding from NZTA. At the time of this response MDC eagerly awaits confirmation that this funding request has been endorsed. 

MDC intends to cover the cost of other (non-school related) speed limit setting as part of the forthcoming speed management proposal, which encapsulates this section of Rangiwahia Road. 

Information held regarding speed limit infringements to this section of road 

None. MDC does not issue infringements relating to speed limits and does not receive notification of such instances from the applicable enforcement agency.
